2-20 남흥, 2.8, 흥남의 세 곳에 있는 비료공장만 정상화하여도 농사문제를 해결할 수 있음을 명심하고 비료문제해결에 총력을 집중할 것. 생물, 미생물비료 리용도 중요하지만 제한적이다. 우리는 화학비료 생산문제를 해결해야 한다.
 
2-21 희천발전소건설을 무조건 단 기간 내에 완성하여야 한다. 자강도와 량강도지역에서의 전략적 목적들을 실현하기 위한 가장 선결조건이다.
 
 
* 한반도 통일 핵심전략
 
3-22 조국을 통일해야 한다. 조국을 통일하는 문제는 우리 가문의 종국적 목표이다. 정은이 대에 안 되면 그 후대에 가서라도 무조건 통일한다는 각오를 가지고 있어야 한다.
 
3-23 현 남조선정권하에서는 북남관계개선이나 통일이 불가능하다. 남조선의 다음 정권과의 관계에서 사상적으로 철저한 우위를 차지하며 그들을 군사적으로 제압한 상태에서 경제, 문화교류를 시작으로 통일문제를 해결해 나가야 한다.
 
3-24 전쟁을 통한 통일은 아무 의미가 없다. 전쟁을 하는 경우 우리는 남보다 몇 백 년 떨어지게 된다. 우리가 이겨도 결국은 후대들을 위해 아무것도 남겨주는 것이 없음을 명심하고 수령님의 유훈대로 어떻게 하나 평화적으로 통일해야 한다.
 
3-25 남조선과의 관계가 개선되는 선제조건하에 철도, 도로, 뱃길을 연결하고 기간공업을 추켜세우며 농사문제와 경공업문제, 관광문제를 해결해야 한다.
 
3-26 우리는 지금이 안 되면 후에라도 남조선과 손을 잡고 함께 발전해야 한다. 이 길만이 우리 민족이 사는 길이다.
 
3-27 우리에게 있어서 남조선의 경제발전은 하나의 큰 기회이다. 내가 늘 말하는 지식경제기반의 강성대국건설에서 자력갱생도 중요하지만 민족단합을 통한 강성대국건설이 더 의의가 있고 빠른 길이다. 북과 남이 어떻게 하나 힘을 합쳐야 한다.
 
3-28 조선반도의 안정문제에 있어서 우리의 군사적 위력이 결정적임을 남조선당국자들에게 인식시키고 그들과 힘을 모아 경제발전을 해나가는 것이 내가 늘 추구해왔던 전략이였다.
 
3-29 그것이 나의 대에 안 되면 다음 대에 이어서라도 반드시 실현해야 한다.
 
 
* 대외관계 핵심전략
 
4-30 미국과 중국, 러시아, 일본의 4개 대국과의 사업을 잘 해야 한다. 남과 힘을 합치고 우리 주변의 대국들을 잘 리용하면 우리나라가 대국이 되는 문제는 아무것도 아니다.
 
4-31 우리와 남이 힘을 합치는 것을 좋아하는 나라는 이 대국들 중 하나도 없다. 그렇다고 그것을 반대할 나라도 없다.
 
4-32 북과 남이 하나가 되는 문제에 있어서 이 대국들이 중립적인 립장을 가지도록 만들어야 한다.
 
4-33 그러자면 미국을 남조선에서 철수시켜야 하며 중국의 정치, 경제적 간섭을 이겨내야 한다.
 
4-34 일본과의 정치적 문제해결에서 과거청산과 랍치자문제를 동시에 해결하는 전략을 세우고 집행해나가야 한다.
 
4-35 미국과의 심리적 대결에서 반드시 이겨야 한다. 합법적인 핵보유국으로 당당히 올라섬으로써 조선반도에서 미국의 영향력을 약화시켜야 하며 국제제재를 풀어 경제발전을 위한 대외적 조건을 마련하여야 한다.
 
4-36 여기서 6자회담을 잘 리용하는 문제가 가장 중요하다. 이 회담을 우리의 핵을 없애는 회의가 아니라 우리의 핵을 인정하고 우리의 핵보유를 전 세계에 공식화하는 회의로 만들어야 하며 우리에 대한 국제적 제재를 풀게 하는 회의로 되도록 해야 한다.
 
4-37 미국, 중국, 로씨야, 일본과의 문제를 해결하면 그 외의 다른 나라들과의 문제는 저절로 해결된다.
 
4-38 유럽, 특히 북유럽국가들과의 관계를 중요시 하는 것도 놓치지 말아야 할 문제이다.
 
4-39 중국과의 관계를 잘 가지는 것이 중요하다. 중국은 현재 우리와 가장 가까운 국가이지만 앞으로 가장 경계해야 할 국가로 될 수 있는 나라다. 력사적으로 우리나라를 가장 힘들게 했던 나라가 바로 중국이다.
 
4-40 이 점을 항상 명심하고 주의할 것. 국가의 골간을 지키고 그들에게 리용당하지 않도록 할 것.
 
 
* 김정은의 안전과 안녕
 
5-41 당, 군, 국가안전보위부를 비롯한 중요기관들은 김정은의 안전과 안녕을 목숨으로 지킬 것.
